Burnham should also declare City hospitality, party says PM said he would be concerned if owners forced to sell Andy Burnham is facing calls from the Liberal Democrats to publish details of all his meetings with Manchester City’s owners, the Abu Dhabi United Group (ADUG), and declare all hospitality he has accepted at the Etihad Stadium. The prime minister was widely criticised this week for saying he would be “really concerned” if ADUG were forced to sell City after being found guilty of breaching the Premier League’s financial regulations, which led to Downing Street issuing two clarifications of his position on Thursday. Thursday briefing: The long, long wait for a male contraceptive pill may soon be over

In today’s newsletter: Reversible male hormonal contraception could reach the market within five to 10 years. But why has this development been so slow? Good morning. Since the first vasectomy was performed in the 1890s (imagine being that volunteer), the male contraceptive armoury has barely advanced. The last reversible method was added to this repertoire centuries ago: while rubber condoms hit the mass market in the 1850s, earlier versions date back beyond ancient Egypt. This looks on the cusp of change. In a landmark announcement last week, the World Health Organization said it expects reversible male contraceptives to be available on the market within five to 10 years. Politics | Senior Downing Street officials have been reaching out to thinktanks and pollsters as they look to test public support for the UK rejoining the EU. Middle East | One of the pilots of a plane flying from the United Arab Emirates to Israel stabbed his co-pilot and appeared to try to crash the aircraft, Israeli prime minister Benjamin Netanyahu has said , as Israeli officials said they were investigating whether the incident was an attempted terror attack on Israelis. UK news | There are “strong indications” that Iran played a role in events in which five men were arrested near RAF Fairford in Gloucestershire as part of a terror investigation, Andy Burnham has said. Immigra tion and asylum | The UK government’s “one in one out” deal with France, which was supposed to help deter small boat arrivals, is expected to expire on Thursday , as talks stall over French demands for an EU-wide scheme. No island of strangers: why I’m using art to unite a fractured nation

No island of strangers: why I’m using art to unite a fractured nation

Fear of outsiders is the defining issue of our times. But is it actually our own selves we’re scared of? And could art hold the answers? Here, the British Art Show’s curator reveals why he’s exploring our deepest dreams and nightmares One of the moral low points of Keir Starmer’s tenure at Downing Street was his “island of strangers” speech, with its rhetorical echoes of Enoch Powell and dispiriting description of a nation fractured by difference. After widespread criticism, Starmer recanted his words, if not the sentiment behind them. Yet his choice of language was a reminder of how the idea of the stranger – representing immigration, but also wider, more inchoate anxieties about otherness and difference – holds such a potent place in Britain today. In fact, from masked anti-migrant protesters on the south coast to xenophobic riots over the summer, from politicians vowing to stop the boats to immigration polling as the No 1 concern among UK voters, it’s probably true to say that fear of the stranger is the totemic issue of our times. No matter how deranged and delusional your podcast is, Liz Truss can go further | John Crace

In the Trusster’s latest appearance, she says Blair and Brown had a plot to dismantle civilisation and the Tories were part of the woke establishment Some things you can set your watch by. Like every time small boats are in the news, the shadow home secretary, Chris Philp, will manoeuvre himself in front of a camera to suggest that all male migrants are either murderers or rapists. Probably both. But some things feel older than time itself. Like Liz Truss trying to persuade the world she was right all along. Most former prime ministers leave Downing Street relatively quietly. Lord Big Dave, the Maybot and even Boris nurse their grudges in private. Rishi lives in semi-retirement – almost a recluse – and only attends parliament when it suits him. Keir has been almost totally airbrushed out of history in a couple of months. Continue reading...

Europe’s summer emergency was a dire warning for Australia. What can be learned before it’s too late? | Nick Rowley

Between 2000 and 2018, extreme heat caused more deaths in Australia than all our bushfires, floods, storms and cyclones combined Follow our Australia news live blog for latest updates Get our breaking news email , free app or daily news podcast Back in April 2004, in the shadow of the previous European summer, I started work at Downing Street advising the British prime minister on climate change. The 2003 heatwave had killed an estimated 70,000 people across Europe. Many were older people, in homes and neighbourhoods ill-equipped for prolonged heat. In May this year, I walked through Bordeaux with my 83-year-old mother-in-law in 38C heat. I saw how quickly heat changes the terms of ordinary life. Streets emptied. Shade became essential. The question was not simply the temperature, but whether people could work, sleep or remain safely at home. Continue reading...

UK politics: Visitor levy powers should be in place by March 2028 in England, ministers say – as it happened

Downing Street gives more details of plan, saying it would be charged as a percentage of accommodation costs, not a flat fee Tourists in England face nightly levy on hotel and Airbnb stays under new plans The Centre for Cities , a thinktank that focuses on promoting growth in cities, has welcomed the government’s plans to let mayors in England impose a tourism tax. This is from its chief executive, Andrew Carter. The overnight visitor levy is a great step forward for fiscal devolution. This marks the first time that mayors in England have gained more autonomy over funding. The overnight visitor levy means places will get rewarded for doing what they need to attract more visitors and grow their local economies. Labour’s solution to every issue is always to hike taxes. This is just the latest method they’ve found to squeeze more money out of hardworking families and the economy. The hospitality industry has already been hit by colossal business rates hikes thanks to Labour, on top of their Jobs Tax and employment red tape that have driven up costs. Now hotels and other businesses face another blow that will harm local economies and discourage local tourism. VAT is already charged at 20% on hotels - much higher than in other countries - and now they’ll pay VAT on this tourism tax too: a Labour double whammy. Continue reading...

Andy Burnham could easily ignore the UK’s falling aid commitment. He would be wise not to | Halima Begum

The FCDO’s annual report was quietly released just as Starmer was leaving office – it continues a long-term shift from supporting countries most in need to seeking something in return Somewhere on the new British prime minister’s desk sits a document. It was quietly published last week, in the dying hours of his predecessor’s government. The Foreign, Commonwealth and Development Office’s annual report cements how the UK aid budget will be allocated until 2029. It was released at the moment of least political scrutiny: parliament rising for the summer, one prime minister exiting Downing Street, the other waiting for the keys. Anyone asking whether the new PM, Andy Burnham, will – or even can – restore Britain’s 0.7% aid commitment should begin with this document, which appears designed to lock in three more years of retreat from the world’s poorest communities before Burnham could take office.
