easyJet launching Sarajevo and new Tivat flights

easyJet will enter the Bosnia and Herzegovina market next year, as well as introduce several new routes to Tivat in Montenegro. The low cost airline will commence operations from both Geneva and Basel to Sarajevo during the 2027 summer season, marking its debut in the country. Neither route is currently served from the Bosnian capital. Services will commence in April and May respectively. The airline will also significantly expand its operations to Tivat next summer by introducing flights from Amsterdam, Basel, Birmingham and Edinburgh. The four new routes will complement easyJet’s existing seasonal services to the Montenegrin coastal city from Berlin, Bristol, Geneva, London Gatwick, London Luton and Manchester, bringing its Tivat network to nine destinations. The expansion will further strengthen the carrier’s presence on Montenegro’s coast and broaden access from several important Western European markets. He added, " In addition, the airline will introduce services to Tivat from Amsterdam, Birmingham and Basel. These are not new routes for us, but they are new to easyJet and will be integrated into the carrier’s existing network. Across these ten routes, the number of available seats will increase from 236.000 this year to more than 350.000, representing growth of almost 50%. Montenegro set to advance to second ECAA phase

NEWS FLASH Montenegro is set to enter the second transitional phase of the European Common Aviation Area (ECAA) agreement following progress in aligning its aviation sector with European Union standards. Filip Cornelis, Director for Aviation at the European Commission’s Directorate-General for Mobility and Transport, said a formal decision on Montenegro’s advancement would be proposed shortly. The announcement was made following a meeting of the ECAA Joint Committee in Brussels this week. The Director of Montenegro’s Civil Aviation Agency, Ivan Šćekić, described the development as a significant achievement for the country. However, Montenegro has not formally entered the second phase yet, with the European Commission still required to propose and adopt the relevant decision. The second transitional phase provides for deeper integration into the European aviation market and an expansion of traffic rights. Montenegrin carriers will be permitted to carry passengers between two EU member states, provided the flight forms part of a service serving Montenegro, while EU airlines will gain equivalent rights between Montenegro and other ECAA partner countries. During this phase, Montenegro will be required to complete the implementation of the ECAA agreement and all relevant EU aviation legislation before achieving full integration into the common aviation area. NEWS FLASH Montenegro’s two international airports, Podgorica and Tivat, welcomed their combined three millionth passenger of the year on Friday, September 18. The milestone was reached nearly two and a half months earlier than in 2025, when the airports first passed the three million mark in December. Montenegro to host major global aviation summit

NEWS FLASH The International Civil Aviation Organization (ICAO) will host its inaugural Communications, Navigation, Surveillance and Spectrum Symposium in Montenegro’s Bay of Kotor. The symposium is expected to bring together senior ICAO officials and delegations from the organisation’s 193 member states, including representatives of transport ministries, civil aviation authorities, air navigation service providers and technology companies. Discussions will cover the future of air traffic management, artificial intelligence, satellite communications, cybersecurity, GNSS interference and the protection of critical infrastructure. The event represents a major international gathering for Montenegro. Since March 2022, Montenegro has granted temporary protection (TP) to Ukrainians fleeing the war and hosts one of the largest refugee communities relative to its population in Europe. UNHCR supports the Government to strengthen asylum procedures, improve reception standards and develop a conducive environment for refugees’ socio-economic inclusion. UNHCR supports the authorities to improve statelessness determination procedures and access to socio-economic inclusion of stateless people. HIGHLIGHTS Strengthening asylum procedures UNHCR advocates with national authorities to secure access to asylum procedures for all people in need, further strengthen identification and referral mechanisms, improve the decision-making process and develop inclusion prospects to foster self-reliance of asylum seekers and refugees. Statelessness Montenegro is progressing towards the full implementation of the remaining three of seven statelessness Global Refugee Forum (GRF) pledges, by further enhancing the statelessness determination procedures (SDP), implementing fully functional birth registration procedures for people born in Montenegro and amending relevant legislation to secure access to socio-economic rights for stateless people.

Turkish Airlines further reduces EX-YU operations this winter

Turkish Airlines has further revised its operations for the upcoming 2026/27 winter season, which begins on October 25 and runs through to March 27 next year. This week, the Turkish flag carrier removed an average of more than 100 weekly flights from its timetable compared to its original schedule, with Podgorica, Skopje and Pristina among the destinations affected by the latest changes. Turkish Airlines is further reducing flights between Istanbul and Podgorica . After initially cutting frequencies from eighteen to fourteen weekly, the carrier has now reduced services to ten per week throughout the winter. As part of its European Union accession process, Montenegro will introduce visa requirements for nationals of Turkey, Belarus, China, Russia and Saudi Arabia from November 1. Turkish Airlines’ Podgorica services carry a notable number of Turkish travellers, as well as connecting passengers travelling to and from Russia, with the new visa measures expected to impact demand. As previously reported, Turkish Airlines will suspend operations to Tivat for the entire upcoming winter season. The carrier had initially planned to maintain three weekly flights between Istanbul and the Montenegrin coastal city, matching frequencies from the previous winter. Although Turkish Airlines also scheduled the route last winter, it ultimately suspended operations in January for the remainder of the season following Montenegro’s temporary introduction of visa requirements for Turkish nationals. This time, no flights are planned for the entire winter season. Skopje will see its frequencies reduced by two per week, from fourteen to twelve weekly, while Pristina services will be cut from ten weekly last winter to eight per week. As noted in previous schedule revisions, Turkish Airlines will reduce operations to Sarajevo from the originally planned fourteen weekly flights to twelve throughout the winter season. Services to Zagreb will also be cut from sixteen or seventeen weekly last winter, depending on the month, to fourteen weekly this coming winter. Overall, Turkish Airlines has put 683.424 seats on sale on flights to and from the former Yugoslav markets during the 2026/27 winter season, down 9.1% on the previous winter, or by 68.530 seats. Air Montenegro sole bidder for all five PSO routes

Air Montenegro has emerged as the sole bidder in Montenegro’s tender for the operation of five subsidised Public Service Obligation (PSO) routes from Podgorica, submitting offers for each of the destinations included in the call. However, the carrier has not yet formally been awarded the contracts, with the Ministry of Transport currently evaluating the submitted bids. The tender, which closed on August 31, sought operators for services from Podgorica to Brussels, Paris Charles de Gaulle, Frankfurt, Zagreb and Bari. The five contracts have a combined estimated value of 4.79 million euros excluding VAT. Brussels carries the highest estimated contract value at 1.49 million euros, followed by Paris at 1.05 million, Frankfurt at 912.660 euros, Bari at 680.742 euros and Zagreb at 661.790 euros. Each route was tendered separately, meaning airlines were able to submit offers for one or more destinations. Despite indications of interest from more than one party prior to the tender’s closure, Air Montenegro was ultimately the only carrier to submit bids. The national airline confirmed it had applied for all five routes. The Ministry of Transport has said the procurement procedure remains in the evaluation stage and that further details will be announced following the adoption of a formal decision and the signing of contracts with the selected operator. The absence of competing bids does not automatically result in Air Montenegro being awarded the routes, as its offers must still comply with all tender requirements and be deemed acceptable. Under the tender conditions, each of the five routes must be maintained throughout the year with at least three weekly frequencies using aircraft with a minimum capacity of 110 seats. The selection criteria place a 90% weighting on the proposed cost per return flight and 10% on the seating capacity offered. The successful operator will also be required to provide a performance guarantee equivalent to 10% of the contract value. A penalty of 2.000 euros per cancelled flight can be imposed unless the cancellation has received prior approval from the Ministry’s designated working group. Air Montenegro CEO Vukadin Stojanović has rejected suggestions that participation in the scheme amounts to direct financial support for the state-owned carrier. “PSO is not aid to Air Montenegro, but payment for a specifically defined public-interest service to the carrier that wins an open procedure”, Mr Stojanović said. He noted that the purpose of the scheme is to secure stable year-round connectivity on routes which may be commercially viable during the peak summer months or at lower frequencies, but not necessarily at the minimum three weekly rotations required throughout the year. Air Montenegro and Air Serbia have engaged in a frequency battle this week, with both carriers increasing their planned services between the two countries for the upcoming 2026/27 winter season, which begins on October 25. Air Montenegro now plans to operate eighteen weekly flights between Podgorica and Belgrade, up from the initially scheduled fourteen. The carrier will run three daily services between the two capitals on Mondays, Thursdays, Fridays and Sundays. Earlier this week, Air Serbia also increased frequencies on the route to 27 weekly, adding a fourth daily service from Monday through Saturday. As EX-YU Aviation News learns, Air Montenegro is also considering further increasing frequencies between Tivat and Belgrade. The carrier has already boosted services from seven weekly last winter to ten this year. This was followed by Air Serbia, which added an additional daily flight between the two cities, bringing its total to 21 weekly. Based on current schedules, Serbia and Montenegro will be linked by 76 weekly flights this winter, comprising 45 between Belgrade and Podgorica and 31 between Belgrade and Tivat. Flights linking Belgrade with Podgorica and Tivat continue to generate the highest passenger volumes among routes within the former Yugoslav markets. The two routes handled a combined 685.316 passengers in 2025, representing an increase of 6.6% on the previous year, or an additional 42.389 travellers. Belgrade - Podgorica remained the busiest intra-ex-YU route, with Air Serbia and Air Montenegro jointly carrying 356.896 passengers, up 9.4% year-on-year. Meanwhile, Belgrade - Tivat handled 328.420 travellers, an increase of 3.7%. Belgrade was Podgorica’s busiest route in 2025, ahead of Istanbul with 290.827 passengers.
