Missing Lao Critic in Thailand Feared ‘Disappeared’

Khieo’s disappearance in the early hours of September 15 came one day before his first interview with the United Nations refugee agency (UNHCR) in Bangkok. Thai authorities have yet to provide any information regarding his whereabouts. Khieo had been posting videos critical of the Lao government to his Facebook page, Khiew Channel, which had about 158,000 followers. According to Manushya Foundation, a rights group that supported him, he had faced coordinated harassment, doxxing, and death threats. After Lao officials visited his mother's home in Laos this year on March 31 and April 17 concerning his activities, Khieo stopped posting political content. Given the threats he faced and the history of enforced disappearances of Lao activists both in Laos and abroad, Thai authorities should urgently locate him. On September 27, Human Rights Watch visited the area near the restaurant where Khieo worked and the building where he lived. Several businesses with cameras facing the street said their footage from the night of September 15 had already been automatically deleted. Khieo's case fits a troubling pattern of Lao activists abroad being targeted by transnational repression: efforts by governments or their agents to silence dissent by committing human rights abuses against their nationals or diaspora members outside their territorial jurisdiction. Od Sayavong, a Lao democracy activist and UNHCR-recognized refugee, forcibly disappeared in Bangkok in August 2019. His fate remains unknown and the Thai police investigation stalled. In May 2023, Lao activist Bounsuan Kitiyano was shot dead in Thailand’s Ubon Ratchathani province. Thailand has committed to preventing enforced disappearances under domestic and international law. The Prevention and Suppression of Torture and Enforced Disappearance Act, in force since February 2023, obligates Thai authorities to investigate cases in which state involvement is possible, and allows the Department of Special Investigation to take over such cases. Thai authorities have not said whether they are treating Khieo's case under this law. They should immediately escalate the investigation and make genuine efforts to find out what happened to Khieo. Concerned governments should also press Lao authorities for any information about Khieo Lapchanh's whereabouts, including whether he is in their custody.

NAGOYA: The UAE Jiu-Jitsu National Team, sponsored by Mubadala Investment Company, finished its campaign at the 20th Asian Games Aichi-Nagoya 2026 with eight medals, including a record five golds, two silvers and one bronze. The team’s best-ever gold medal tally at the Asian Games underlines the UAE’s strength in the sport and the success of the UAE Jiu-Jitsu Federation’s efforts to develop athletes capable of winning internationally. The UAE’s gold medallists were Balqees Alhashmi (women’s 48kg), Khaled Al Shehhi (men’s 62kg), Ahmed Andeez (men’s 69kg), Mahdi Al Awlaqi (men’s 77kg) and Asma Alhosani (women’s 52kg). Al Anoud Al Harbi (women’s 48kg) and Omar Al Suwaidi (men’s 62kg) won silver, while Amaar Alhosani (men’s 94kg) claimed bronze. The result marked another milestone in the UAE’s Asian Games history. The team won two jiu-jitsu golds at Jakarta 2018 and four at Hangzhou 2023 before securing a record five at Aichi-Nagoya 2026. The steady improvement reflects years of preparation and investment in athletes and the teams supporting them. The final day of competition was attended by Shihab Ahmed Mohamed Abdulrahim AlFaheem, UAE Ambassador to Japan; Mohamed Salem Al Dhaheri, Vice Chairman of the UAE Jiu-Jitsu and Mixed Martial Arts Federation; Yousef Abdullah Al Batran, Board Member of the UAE Jiu-Jitsu and Mixed Martial Arts Federation; and Fahad Ali Al Shamsi, Secretary-General of the UAE Jiu-Jitsu and Mixed Martial Arts Federation and Ju-Jitsu Asian Union. The ambassador congratulated the athletes on their achievements and praised the UAE Jiu-Jitsu Federation’s work under the leadership of Abdulmunem Alsayed Mohammed Alhashmi, Chairman of the UAE Jiu-Jitsu and Mixed Martial Arts Federation, President of the Ju-Jitsu Asian Union and Senior Vice President of the Jiu-Jitsu International Federation. Al Dhaheri said, "Our participation was successful in every respect, and we achieved the targets we set before the competition. At the federation, our aim is always to finish first at every championship. "We dedicate this achievement to the UAE’s leadership, whose support has made sporting success possible. JAKARTA: Indonesia's Anak Krakatau volcano expanded by 32.8 hectares (81 acres) after eruptions produced lava flows, while ‌satellite imagery detected two new land formations nearby, the country's Geology Agency said. The increase was identified by comparing Sentinel satellite images from August 8 and September 15, the agency posted on social media in ⁠late September Anak Krakatau erupted for 25 hours from September 4 to September 6, sending lava towards the northwest, west and southwest. Sentinel imagery from ‌September 23 showed a new formation about 760 metres (2,500 feet) northwest of Anak Krakatau's coastline and another about ‌495 metres (1,620 feet) southeast The two formations, ‌on either side of the volcano's crater, may ‌be linked to the ‌eruptions, the agency said. More recent data and further analysis are needed to determine whether they ‌were new eruption centres, it said ⁠Mount Anak Krakatau's eruptions sent ash over Jakarta and surrounding areas, caused several airports to be closed, affecting more than ⁠340,000 travellers, ⁠with 2,961 flights cancelled, delayed or diverted Anak Krakatau is one of about 130 active volcanoes in Indonesia, which ⁠straddles the "Pacific Ring of Fire", a highly seismically active zone where different plates on the earth's crust meet to create a large number of earthquakes and volcanic eruptions. Anak Krakatau, which means child ‌of Krakatau, began emerging a century ago from the area previously occupied by Krakatau, then known as Krakatoa. The older volcano destroyed itself in mass eruptions in 1883, which killed more than 36,000 people after triggering a series of tsunamis.

REGIONAL SUMMARY: During the thirty-seventh week of 2026, a total of thirteen disaster events were reported across ASEAN, including droughts, floods, landslides, and storms in Indonesia, as reported by Badan Nasional Penanggulangan Bencana ( BNPB ); Thailand, as reported by Department of Disaster Prevention and Mitigation ( DDPM ); and Viet Nam, as reported by the Viet Nam Disaster and Dyke Management Authority ( VDDMA ). In addition to these events, disaster situations continued to be reported across the region. These included ongoing Anak Krakatau volcanic activity, which affected conditions in Lampung and western parts of Java island, including Banten, Jakarta, and West Java. Disaster situations also continued to develop due to the combined effects of Southwest Monsoon and Tropical Cyclones GAENARI and KUJIRA. HIGHLIGHT: In Indonesia, according to BNPB , Mount Anak Krakatau, located in Sunda Strait between Lampung and Banten, has remained at Level III (Siaga) since 2 July. A continuous eruption began on 4 Sep at 2307H UTC+7. As of 12 Sep at 1045H UTC+7, BNPB reported that several areas across Lampung Province (Lampung Selatan, Tanggamus, Pringsewu, Pesisir Barat, and Pesawaran), Banten Province (Serang, Pandeglang, Cilegon, Lebak, and Serang City), Jakarta, and parts of West Java had been affected, with approximately 161K families affected. Due to the dispersion of volcanic ash, all flights from Jakarta’s Soekarno-Hatta International Airport and Halim Perdanakusuma Airport were reportedly temporarily suspended from 6 September 2026 and resumed operations on 8 September at 0000H UTC+7. Meanwhile, in the Philippines, combined effects of Enhanced Southwest Monsoon and tropical cyclones GAENARI and KUJIRA continued to affect Regions I, II, III, IVA, IVB, V, VI, IX, CAR, and NCR. According NDRRMC report as of 14 Sep at 0700H UTC+7, approximately 9.6M people (2.8M families) had been affected, with 44 fatalities, 18 injuries, and 5 people reported missing. Around 157K people remained displaced, including 76K people temporarily sheltering in 748 evacuation centres. Authorities continued to intensify monitoring, coordinate response efforts, and mobilise resources to provide assistance and support to affected communities. HYDRO-METEO-CLIMATOLOGICAL: During the past week, data from the ASEAN Specialised Meteorological Centre ( ASMC ) indicated medium to high seven-day average rainfall across areas north of Equator including Brunei Darussalam, Cambodia, Indonesia (northern parts of Sumatra, Kalimantan, and Papua), Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam. As of this report, INVEST 90W, located approximately 3,000 km east of the Philippines, is being monitored for potential development into a significant tropical cyclone ( DMRS , JTWC ). GEOPHYSICAL: Five (5) significant earthquakes (M>5.0) were recorded by Indonesia’s Badan Meteorologi, Klimatologi, dan Geofisika ( BMKG ). Mount Ibu (alert level II), Ili Lewotolok (alert level II), Semeru (alert level III), and Anak Krakatau (alert level III) in Indonesia, and Taal (alert level 1), Mayon (alert level 2), Bulusan (alert level 1), and Kanlaon (alert level 2) volcanoes in the Philippines reported recent volcanic activity according to Pusat Vulkanologi dan Mitigasi Bencana Geologi ( PVMBG ) and the Philippines Institute of Volcanology and Seismology ( PHIVOLCS ). OUTLOOK: According to the ASEAN Specialised Meteorological Centre ( ASMC ), for the coming week, drier-than-usual conditions are expected over most of the southern ASEAN region, while wetter-than-usual conditions are forecast over parts of southern Mainland Southeast Asia and the northwestern Maritime Continent. In addition, warmer-than-usual conditions are expected across most of the ASEAN region. For regional assessment of extreme, there is a small increase in chance of very heavy rainfall conditions to occurs over parts of central and eastern Mainland Southeast Asia. Meanwhile, extremely hot conditions are very likely across much of the equatorial band between 5°N and 5°S, with moderate chances also expected over central and northern Myanmar and the southern Philippines. The El Niño – Southern Oscillation (ENSO) monitoring system state is “El Niño Conditions”. Strong El Niño conditions are predicted until at least the end of 2026. El Niño at this time of the year, typically brings drier conditions for much of the Maritime Continent, and to a lesser extent, some parts of Mainland Southeast Asia. The appellate decision, dated August 20, reduced the sentences of 2nd Sgt. Edi Sudarko and 1st Lt. Budhi Hariyanto Widhi Cahyono of the Indonesian military’s Strategic Intelligence Agency (BAIS) by six months, bringing both sentences to less than three years. The appeals court upheld the shorter sentences of the other two defendants, Capt. Nandala Dwi Prasetya and 1st Lt. Sami Lakka. On March 12, Yunus, 27, the deputy coordinator of KontraS, the nongovernmental Commission for the Disappeared and Victims of Violence, had just finished recording a podcast interview at the Indonesian Legal Aid Foundation when he was attacked with acid. He received 24 percent burns to his face, chest, and hands, and may have lost sight in his right eye. On June 10, a military court found all four soldiers guilty of planning and carrying out the attack. Indonesia’s Judicial Commission, an independent constitutional state body that monitors and oversees the conduct of judges, alleged on July 30 that the military panel that initially tried the case had committed unspecified ethical violations. An internal investigation into the alleged violations is ongoing. A military court investigated and tried the four soldiers because, under Indonesian law, civilian police cannot investigate military personnel. These legal restrictions have long prevented civilian prosecutions of members of the armed forces for serious human rights violations. In 2010, Human Rights Watch urged the Indonesian Parliament to enact a bill that would provide civilian court jurisdiction over members of the military for all crimes committed against civilians. Muhammad Afif Abdul Qoyim, a lawyer from the Indonesian Legal Aid Foundation, said the soldiers should have been tried in civilian courts. He told Human Rights Watch that the Constitutional Court should grant the petition in a judicial review that would push “military courts to handle only military discipline, not ordinary crimes.” Indonesian Human Rights Minister Natalius Pigai has criticized the appellate ruling. But the Indonesian government should go further and order an independent, civilian-led investigation into the attack on Andrie Yunus to hold everyone involved, including those who ordered the attack, accountable.
