ISOLATED ADULTS IN THE WESTERN REGION In September, the general locust situation appeared calm across the three desert locust breeding Regions. In the Western Region, solitarious adult populations continued to be present in Mauritania and Chad, but no locusts were seen in Algeria and Tunisia. No surveys were conducted in Mali and Niger. In the Central Region, isolated adults were seen in Egypt, and no locusts were seen in Sudan, Ethiopia, Saudi Arabia, Yemen and Oman. In the Eastern Region, no locusts were seen in Iran, Pakistan and India. During the forecast period, summer breeding in Mauritania, southern Algeria, northern Mali and Niger, and Chad could result in increasing locust populations in the Western Region, where hopper and adult groups may form by the end of the forecast period. Surveys should continue in the summer breeding areas of these countries as the ecological conditions are favorable for breeding, and preventive control may be required. In the Central Region, small-scale breeding may occur in the summer areas of Sudan, the western lowlands of Eritrea and the interior areas of Yemen. Small-scale winter breeding may begin on the Red Sea and Gulf of Aden coastal plains, but no significant developments are expected. In the Eastern Region, summer breeding may occur along the Indo-Pakistan border; however, no significant developments are expected.

During the May–June 2026 reporting period (Round 63), the International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM) identified 950,004 migrants across 100 municipalities and 641 communities in Libya, representing a slight increase of less than 1 per cent compared to the previous round, when 943,748 migrants were identified in March–April 2026. This marginal increase may reflect the seasonal rise in mobility typically observed ahead of the summer peak. Longitudinally, migrant presence in Libya has increased by 35 per cent since April 2023, when 705,746 migrants were identified, coinciding with the onset of the conflict in Sudan. As Libya enters the third year since the start of the Sudanese conflict, its current migrant landscape continues to be shaped by long-standing seasonal and economically driven mobility patterns, alongside conflict-related flows that have contributed to changes in the composition and scale of migrant presence.

Some significant steps forward have been made to address the needs of persons with disabilities, yet they still face systemic and persistent health inequities across countries/territories. There is an urgent need to strengthen disability inclusion in the health sector, which is the impetus for this report. This report aims to assess current evidence and policies on disability inclusion in the health sector in the Region. It also aims to identify issues and challenges, to provide insights that can inform and promote stronger action at the regional and national levels.
